Gerrymander each state into districts of the given size. Ozai (orange) must win a strict majority of the districts, where "winning" a district means it's strictly more orange than purple.

The important letters/numbers are those on an intersection of borders. For the last step, remember that each puzzle was rotated a weird angle.

As soon as I saw the Ugly Gerry font, I knew I'd be writing a puzzle about it. I couldn't come up with a ton of interesting deductions in this logic type, which is why two of the grids are gimmicky.

To solvers in the future, I hope gathering the old data wasn't too much of a challenge.
